Doug & Marion | This is Rufus the dog. He has agreed to live with Marion & me as long as we feed him, walk him around, and throw him a piece of rawhide once in a while. Actually Rufus helps out on the campaign too. During the parades, He turns into a "sandwich board" dog and carries a couple of signs.

Key accomplishments during Commission Tenure - In 2006, Doug, along with Commissioner Tom Schneider, played a key role in writing the Natural Gas Procurement Guidelines for Northwestern Energy. These guidelines have stabilized natural gas charges for Montana customers ever since. The guidelines have helped avoid the kind of rate instability that plagued NWE customers during the Winter of 2005-2006. That instability was a major concern for Doug and he went to work to keep it from happening again.
- The BBI - NWE buyout proposal -- Doug concentrated on what Babcock & Brown's plans were for accounting for their aquisition premium over book value - He made sure that the other members of the Commission were fully aware of the potential for these accounting plans to harm the financial stability of NorthWestern Energy. That would have destablized the company and harmed ratepayers. The buyout was rejected by the commission 5-0.
- Worked with the Bonneville Power Administration, NorthWestern Energy and other regional commissions to increase NWE ratepayer's share of the allocation of the BPA Residential Exchange Program. Montana ratepayers had been shorted several millions of dollars over the past few years and Doug's advocacy is saw to it that changes were made. Doug is also working with BPA and western Montana's Coops, as the Coops move toward renewing their energy supply contracts with Bonneville in 2011.
- Currently serving on the NARUC study committee addressing the economic impacts of the Outer Continental Shelf Moratoria. Oil and natural gas reserves in the OCS are enormous and the public and congress should have access to good, sound analyses of the economic impacts of this moratoria.
