Doug Mood for Public Service Commission

It's 2008 and I'm up for re-election this year

Welcome to my official web site.  The election season has begun.  While the campaigning is in full swing this will also serve as my web site for the election.  Look under "The Election!" for information about the campaign.
I hope that you find the web site interesting and informative.  I want to give you a chance to see some information and writing that you may not find anywhere else.  I also want to provide you with a clear picture of who I am and what I would like to see Montana's energy future look like.  What is the best course for the ratepayers of the state?  For instance, there is an enormous push to get more wind energy into the electricity supply here in Montana.
Personally I am neither for nor against wind energy.  The people of Montana can make their own minds up about how and how much of this resource should be developed.  My interest is in making sure that we have all of the facts and information about this resource before those decisions are made.
I am proud of the job that I have done for Montana while serving on the commission.  From the rejection of the BBI buyout of NWE to the writing of the Natural Gas Procurement Guidelines, I want you to know how I have been working for you on the commission.

  • Please Read the following alert!!
  • Unfortunately, during the Spring and Summer of 2008 we are seeing unprecedented energy prices, and natural gas prices have been following those price trends.  We would normally expect the NG price to fall back to levels in the $6.50 to $8.00 range in the summer. This year, they have actually gone up from the Winter levels and as of the writing of this paragraph (August 17th) prices are in the $10.50 to $12.00 range. There is absolutely nothing that the PSC or NWE or consumers can do about these prices.  Consumers need to be aware of and prepared for the fact that their bills are going to be higher this Fall and winter.  This is terrible news and needs to be addressed at the national level.

    New Information!! Ignore the above

Well...where to start? I am writing this on August 28th.  About two weeks ago we become aware of the fact that price of natural gas was going down, and going down dramaticly. The market prices for natural gas this week has been in the $6.50 to $7.25 range, well within what utilities had expected to pay this Summer.  This is very good news.  It seems that there has been significant new supply developed in this country over the past year.  Combined with the absence of any disasterous hurricane activity in the Gulf has given us more thatn adequate supply to keep prices within reason.  Hopefully this will continue on into this Winter.  (The Farmer's Almanac is predicting a colder than normal Winter this year, by the way.)

     ABILITY----
                   ----Sound judgment

I am up for reelection in 2008.  This web site will also serve as my election home site.  My first term on the Public Service Commission has been a wonderful experience.
I have accomplished a lot to aggressively represent the interests of District 4 ratepayers and to protect Montana utility customers from unreasonable increases in utility rates and charges.  From rewriting the Natural Gas procurement guidelines to providing leadership to the Western Conference of Public Service Commissioners.  Ability and sound judgement, working for Montana ratepayers.
The attempted buyout of NorthWestern by an Austrailian company was rightfully rejected.  I led the charge to bring out the negative financial complications of their proposal.  My extensive background in business gave me the expertise to work for the interests of Montana and to make sure that those financial problems were clearly understood by the PSC.
I want to return to the Commission to continue to make sure that electricity and telecom rates are  just and reasonable.  I am the candidate in  District #4 who has the ability and judgement to do just that.  The only candidate!...Doug
